Guido Westerwelle, 47, leader of Germany's Free Democratic Party, could become his nation's first out gay foreign minister in a coalition cabinet with Chancellor Angela Merkel's conservative Christian Democratic Union after the next election. The FDP, at 16 percent in the polls, is traditionally "liberal," which in Europe means free-market fiscally and liberal on social issues. Westerwelle "would cut development aid to countries that persecute gays," the Wall Street Journal reported.
